It is fair to say that, if the principles of avoiding cruelty and recognising utility that the Bill enunciates were pursued in good faith by the proposed registrar, the great bulk of hunts and most forms of hunting would survive. That good faith is called into question, though, by the Government's declaration that it will definitely ban hare-coursing and stag-hunting, because they fail the tests, and permit rabbiting and ratting, because they pass them.
