A template is a single design/ layout for a site. Templates have a set of options, a pre-packaged site, with style and structure. A framework is a blank site with built in spaces for options and features to be added, building the site's structure. The site owner chooses which features they will use and how they will be styled. A page builder is mainly about styling content. Page builders may have features like a framework but the focus is on layout, styles, colours.
